Mass Effect 2: Citadel Council Side Quest Walkthrough and Starter Checklist

Mass Effect 2’s Citadel: The Council side-quest is mostly a guided “getting started” stop during Shepard’s first trip to the station. It’s designed to shepherd you through early Citadel encounters, point you toward the right people, and set up how the new Council situation is going to affect your playthrough.

Check your Private Terminal

You can access this Assignment as soon as you take command of a new ship at the beginning of the game. When you’re ready, check your Private Terminal located to the left of the Galaxy Map.

Look for a message titled as a communication from Anderson—Shepard’s former Captain from the first Mass Effect. In the note, Anderson invites Shepard to return to the Human Embassy on the Presidium so they can speak face-to-face and catch up in person.

Travel to the Citadel and handle first-contact security

  • Location route: Serpent Nebula → Widow → Citadel → Presidium → Embassies

This isn’t a “big” quest in the usual sense: it offers no rewards of any kind. Instead, it exists to steer you through your first visit to the Citadel and to bring you into the next phase of the story.

To reach it, head to the Serpent Nebula (in the southwestern portion of the Milky Way), continue on to the Widow system, and then board the Citadel.

Once you arrive, walk through the doorway ahead marked “Zakera Ward” to enter the security checkpoint corridor. Because it’s your first time here, Shepard gets flagged immediately as dead, which creates an obvious problem for Citadel Security.

To clear that status, you’ll be prompted to speak with Captain Bailey. Completing this step ties directly into the Citadel: Captain Bailey Assignment.

Council doubt, Spectre reinstatement, and what the quest changes

While you’re working through the initial station issues, the Council still refuses to believe Shepard’s warnings about the Reapers. The situation gets even worse if the Destiny Ascension was destroyed at the end of the first game—under that circumstance, the new Council outright refuses to meet with you.

After you get to this point, you’ll be asked whether you want to pursue reinstatement as a Spectre. Whether that option is available depends on what you did at the end of Mass Effect 1.

  • If you choose “I’m honored” or “I guess that’s all I can ask,” your Spectre status will be reinstated. This choice results in some small dialogue variations later in the game.
  • If you choose “Screw you,” Shepard will not be reinstated as a Spectre. This effectively matches the path where Shepard sacrificed the Council in the first game and selected Udina as Human Counciller—because in that case, Spectre reinstatement won’t be offered to you at all.

If you want, you can keep talking with Anderson for more catch-up before moving on, but once you reach this stage, the Citadel: The Council Assignment itself is considered complete.
