Mass Effect 3 Citadel: Medical Supplies Guide, Locations, and Dialogue Choices

If you’re working through Mass Effect 3 on the Citadel, the “Citadel: Medical Supplies” side mission is one of the more conversation-heavy jobs you’ll find. This guide walks you through where to go to pick up the mission, how to locate every key person and item spot, what to expect in the encounter flow, and which dialogue choices lead to the outcomes you want for your run.

A video guide is listed in the original section, but no additional details are provided in the text here.

Mission rewards

  • Mission experience: 375 XP
  • Intel: Med Bay Surgery
  • Medi-Gel upgrade: choose one of two mutually exclusive upgrades based on which doctor you deal with
    • Medi-Gel efficiency increase (Dr. Chakwas)
    • +2 Medi-Gel capacity (Dr. Michel)

Talk to your doctor

  • Prerequisite: Complete “Priority: The Citadel 2”
  • Where to go: SSV Normandy SR-2 — Crew Deck — Medical Lab

“Citadel: Medical Supplies” becomes available once you finish “Priority: The Citadel 2.” After that, head to the Medical Lab on the Normandy’s Crew Deck. Your chosen doctor will approach you and kick off the mission.

The situation is a swap in principle: the Citadel refugee camp has medical supplies the Normandy could use, while the Normandy has supplies the refugees could use. The catch is trust—refugees are cautious about the Alliance because of past war-profiteering behavior. Because of that, your doctor advises you to lean on Shepard’s influence to convince them.

Travel to Widow

  • Where to go: Serpent Nebula — Widow — Citadel — Docks: Holding Area — Cargo Hold: B

After “Priority: The Citadel 2,” the Citadel gets refreshed with new side missions, including this one. The Citadel is the galaxy’s central hub and will always be located in the western area of the Milky Way.

Meet Tactus

Tactus is a turian in purple armor found in the refugee camp on the Citadel. The refugees treat him as their de facto leader and representative. You can locate him in Cargo Hold: B (marked with a 6 in the map menu). He’ll be leaning against the doorway of a red shipping container on the right.

When you talk to him, you learn why he rejected your doctor: he points to the Alliance’s reputation for looking out for themselves, and argues that their military-grade medical supplies are far more valuable than the basic meds being offered. At this stage, you’ll need to decide how to handle the negotiation.

  • Charm option: Choose “Do the right thing.” Shepard will argue that Tactus’ combat-grade meds will make a real difference, and Tactus will be persuaded for +5 Paragon Points.
  • Intimidate option: Choose “Don’t be a fool.” Shepard will stress the importance of the mission against the Reapers, convincing Tactus for +5 Renegade Points.
  • Donation route: Choose “Take ours as a gift,” then “Yes, take them.” This freely donates the Normandy’s surplus medical supplies to Tactus for +15 Paragon Points.
  • Refusal route: Choose “You should reconsider.” Tactus rejects Shepard. This is not treated as a side mission failure—go back to Tactus and select a different option.

Back on the Normandy

Once you’re done, return to the Normandy’s Med Bay and confirm your actions with your selected doctor for 375 XP. If you used the Charm or Intimidate option successfully, you also gain +5 Reputation. If you chose to freely donate the Normandy’s surplus, your doctor makes an amused remark that Shepard can’t be stopped from doing a good deed.

  • If you freely donated the Normandy’s surplus: you receive only 375 XP, plus the doctor’s amused comment about Shepard being unable to resist a good deed.
  • If you negotiated via Charm or Intimidate: you gain +5 Reputation, and you receive a Medi-Gel upgrade. Which upgrade you get depends on the doctor you selected:
    • Dr. Chakwas: Enhanced Medi-Gel. Every use of the First Aid power to heal has a 50% chance of not expending any Medi-Gel. This does not carry over to New Game +.
    • Dr. Michel: +2 Medi-Gel capacity. This does carry over to New Game +.

No matter how you resolved the side mission, you’ll also unlock the “Med Bay Surgery” Intel at Liara’s Intel Terminal. That Intel gives you up to two choices:

  • Heal Renegade Scars (this option is unavailable if they were already healed in Mass Effect 2)
  • +5% Health Bonus
