Meet Dominic Osoba

  • Prerequisite: Complete “Priority: Palaven”
  • Location: Serpent Nebula – Widow – Citadel – Citadel Embassies

Once you complete “Priority: Palaven,” you’ll gain access to all areas of the Citadel, and previously available spaces get updated as well. Head back to the Citadel Embassies, then look left to find an ambassador engaged in an intense phone call.

After he’s finished, speak with him. He explains that his son, Bilal, is missing on Benning. His squadmates who were stationed in Purgatory’s entrance hallway were present, but they won’t share what happened. Even when you raise the topic with Dominic, it doesn’t seem to count as strong enough proof. That’s why Shepard must investigate further.

Find the Evidence

  • Prerequisite: Begin “N7: Cerberus Abductions”
  • Location: Arcturus Stream – Euler – Benning

After completing “Priority: Sur’Kesh,” and then either “Attican Traverse: Krogan Team” or “Tuchanka: Turian Platoon,” you unlock an N7 side mission from Specialist Traynor titled “N7: Cerberus Abductions.” This is where you’ll track down the item required for the Benning: Evidence mission.

When you arrive, move toward the first objective to Secure the Upper Streets. You’ll have to fight multiple Cerberus soldiers in a chaotic plaza-like area. Once the enemies are cleared, you’ll be prompted to assist two civilians—but don’t do it right away. The item you need is close by.

Look in the middle of the plaza for a central column. Next to it on the ground is a stripe of orange sunlight. In that lit patch, you’ll find Dog Tags. Pick them up, then continue through and finish the rest of the level.

If you somehow missed the Dog Tags from “N7: Cerberus Abductions,” you can still resolve the requirement back on the Citadel. Go to Spectre Requisitions and purchase “Information on Bilal Osoba” for 1,000 credits. That purchase also satisfies the quest’s evidence requirement.

Deliver the Evidence

Return to Dominic Osoba at the Citadel Embassies and talk to him again. Hand over the evidence you gathered, and he’ll react to the news with sadness over his son’s death, while also expressing gratitude for your efforts.
