Mass Effect 3 Cerberus Ciphers Guide: Setup, Location, and Unlocking Safely
Mass Effect 3’s Citadel side content has a small but important job: the “Cerberus Ciphers” mission. This guide section walks you through the mission setup, where Officer Delk is waiting, how to reach the Cerberus Codes/Encryption terminal area, and the safest way to secure the quest item without locking yourself out of the interaction.

Meet Officer Delk
- Prerequisite: Complete “Priority: The Citadel 2”
- Location: Serpent Nebula – Widow – Citadel – Citadel Embassies
Once you’ve finished “Priority: The Citadel 2,” head to the balcony at the western side of the Citadel Embassies and speak with Officer Delk. He’ll explain that his superiors need Cerberus Ciphers—an issue, of course, because getting hold of them isn’t exactly straightforward.
Find the Cerberus Ciphers
- Prerequisite: Complete “Priority: Thessia”
- Location: Kepler Verge – Newton – Ontarom
Unlike the early Citadel errands, the Cerberus Ciphers aren’t available immediately. You obtain them much later during the “N7: Communication Hub” side mission. The area is fairly large, so stay oriented as you move—then clear out the enemies before you focus on the quest objective.
WARNING
Don’t pick up the Cerberus Codes until after you’ve wiped out the third and final enemy wave (this includes multiple Nemesis supers and a Phantom assassin).
The reason is simple: if you grab the Cerberus Codes and then die, you won’t be able to use the terminal again to retrieve them. If that happens, you’ll be forced to obtain the item later by purchasing it from the Spectre Terminal.
When you’re finally ready to collect the quest item, return to the corner of the map where you first started. Face the ladder where the earliest enemies attacked. As you head toward it, keep an eye on your left for a ramp that drops down. From there, move forward, then turn left and climb the ramp marked “01”. At the top, turn left to find a Cerberus Codes terminal set into the side of a wall.
If you somehow missed the Cerberus Codes during “N7: Communication Hub,” you can still make progress. Go to Spectre Requisitions on the Citadel and purchase the “Cerberus Encryption Codes” for 1,000 credits—this purchase also satisfies the requirement for the mission.
Deliver the Cerberus Ciphers
No matter how you obtained the codes, bring them back to the Citadel Embassies. Speak with Delk on the eastern balcony to finish the side mission and claim your rewards.
