Look at the courtyard and note the three possible entrances. Following Rhona’s lead, take the explosive red powder kegs and position them near each entrance. The goal is to set up ambushes so the approaching enemies get hit immediately as they push into the area.
As soon as the timer runs out, guards move in on your location. At that point, switch to your pistols to blast them back using the explosive barrels as leverage, then finish off the remaining enemies with your swords for quicker close-range takedowns.
If you start running low on resources during the defense, the area provides support. Extra supplies—specifically health and ammo—are laid out on tables directly in front of the Bureau.
After you successfully defend Rhona through three waves of guards, Bureau Under Attack is complete.
