Victoria 3: State and Revolution DLC Details Russia’s Ideology, Revolutions
Paradox Development Studio has released the first developer diary for Victoria 3: State and Revolution, the next DLC for its grand strategy economy-and-politics simulator. The new content is focused on Russia, promises ideology-driven court gameplay, and adds a major historical thread around revolution and uprisings—alongside a free update arriving the same day.
State and Revolution targets Russia with ideology-based court politics
State and Revolution will be part of Paradox’s “Immersion Packs,” smaller expansions that concentrate on the history and characteristics of specific regions. In this case, the DLC’s spotlight is on Russia, bringing new systems designed to reflect how power can shift under different political beliefs and historical personalities.
A centerpiece of the expansion is a set of Russian tsarist figures, each tied to their own ideology and historical background. Players will be able to support these people in pursuing their distinct ambitions, and successfully helping them will unlock decrees. Those decrees, in turn, are meant to let players influence and manipulate government mechanics.
Revolution, uprisings, and cultural revival across the region
The DLC’s key historical focus includes the Russian Revolution and the January Uprising. Paradox says the expansion will also recreate cultural revivals in Ukraine and Belarus, periods in which national identities took shape.
On the narrative side, the update includes story materials related to Poland and other nations that fought for independence from Russia, positioning those struggles as part of the broader political and social upheaval the DLC will simulate.
New “favorites,” exile mechanics, and evolving socialist policy
Another confirmed addition is a system of court-appointed “favorites.” These are characters named by the tsar who can influence aspects of governance, including the direction of government and the process for passing laws.
Players will also get an option to exile dissidents to Siberia, giving the expansion an explicitly coercive tool for handling internal opposition.
Paradox further describes State and Revolution as a simulation of how socialist policy evolves over time. The DLC’s political trajectory for a country will depend on choices made by that state’s leadership.
Release date and same-day free patch
Victoria 3: State and Revolution is scheduled to launch on October 22. The same date will see the release of a free update labeled version 1.15.

Alongside the DLC build-up, Victoria 3 is currently on sale on Steam through September 10. The game’s price during the promotion is 62.69 PLN, which Paradox notes is 70% off the standard price.
