After you speak with Usahana, she tells you the giant food problem has fully stopped. With that resolved, it’s officially time for Kuromi’s grand opening.
Your next task is to meet Kuromi outside her Boutique. The shop is on the roof next to the Theater, and you’ll want to talk to her there first before anything else happens.
This grand opening runs smoothly, and the celebration carries on as expected. Go into the Boutique and talk to Kuromi inside. When you do, another Dream Fragment shows up and zips off to join the others in the fog.
From there, head all the way to the end of the road where the fog is, then speak with Usahana. At the fog, Chococat appears and explains what’s driving the Dream activity: the more people make wishes and the more they imagine things, the more Dreams will show up in the fog—along with an increase in the odd, unpredictable happenings across City Town.
Usahana concludes the quest by deciding she’s okay with that outcome, since the story beat is complete and the game’s immediate objectives wrap up.
