Naruto’s Most Powerful Fighters Who Aren’t Jinchuriki, Ranked
Jinchuriki have long been some of the most dangerous fighters in Naruto. These are shinobi with a Tailed Beast sealed inside them, which translates into an enormous burst of battle power. The real edge comes from how well they can manage that sealed force during a fight. Because of that, the series’ top-tier characters often include Jinchuriki—and it’s not hard to argue that they’re effectively the ones driving the momentum in many battles.
That said, Jinchuriki can easily eclipse characters who never host a Tailed Beast. Even so, there are still many figures in the Naruto universe who reach truly staggering heights without any Tailed Beast sealed within them. Having one can be an advantage, but being born without one doesn’t mean you’re automatically powerless. A number of powerful shinobi build reputations through skill, training, and unique techniques rather than relying on a mystical beast.

8 Kabuto Yakushi
Kabuto wasn’t a major threat during the first part of Naruto, but everything changes after Orochimaru’s death. Kabuto makes it his mission to carry on Orochimaru’s work. He pursues it with persistence, and eventually transforms into what he calls a “dragon.” Along the way, he acquires multiple Kekkei Genkai and gains access to Snake Sage Mode.
His power grows so much that he can fight Itachi Uchiha and Sasuke at the same time. With this level of capability, he becomes extremely proficient in these arts, and his overall strength is portrayed as overwhelming.
7 Itachi Uchiha
Itachi Uchiha is framed as one of the most “blessed” ninjas ever to live. At the same time, that natural advantage is matched by intense effort—he trains hard to sharpen his abilities until he’s worthy of becoming a Kage well before he reaches ten years old. In the Naruto world, Itachi stands out as a legendary figure, and his strength is presented as something that backs up that reputation.
Itachi uses the Mangekyo Sharingan, but even without leaning on that power, his combat skill is portrayed as unmatched. Through his eyes, he’s described as essentially unstoppable, because he can command Amaterasu while also using Tsukuyomi. He also knows Forbidden Uchiha Jutsu, including Izanami and Izanagi, techniques that allow him to defeat nearly anyone he targets.
6 Hiruzen Sarutobi
Hiruzen Sarutobi is one of the rare characters in Naruto who has neither Kekkei Genkai nor any Tailed Beast, yet still ranks among the strongest. He’s a master of all five Nature Transformations and is nicknamed “the Professor,” tied to the depth of knowledge and wisdom he’s known for.
On top of that, he can use every Konoha jutsu that isn’t a Kekkei Genkai, including Hiden abilities. His reputation becomes so massive that people believe he’s the God of Shinobi. Some even claim he’s stronger than Hashirama, which is treated as a bold comparison that says plenty on its own.
Naruto has also been nerfed, and in his weakened condition he’s nowhere near the top of Konoha’s strongest ninja.
5 Hashirama Senju
Hashirama Senju serves as the First Hokage of Konoha and is presented as a highly skilled ninja. Known as the God of Shinobi, he’s also one of the few characters willing to stand against Madara. What sets him apart is that he’s the reincarnation of Asura, meaning he’s blessed with powerful chakra. He also has massive chakra reserves thanks to his Senju bloodline.
His signature advantage is the Wood Release Kekkei Genkai. This specialty makes him a direct counter to Tailed Beasts and to those who wield Tailed Beast power. Because of how overwhelming his overall strength is, he’s capable of rivaling Madara—and even defeating him in combat.
4 Might Guy
When it comes to Taijutsu, almost no one can match Might Guy, and he proves it in the Naruto series. By using the Eight Inner Gates, Guy becomes extremely difficult to keep up with in close-quarters combat. When he opens the 8th Gate, he can take on Madara, who at that time is the 10 Tails Jinchuriki.
With that power, Guy nearly kills Madara—something the Uchiha admits to himself. There’s also little doubt that he belongs among the strongest characters in Naruto.
3 Kakashi Hatake
Kakashi may not always be believed by everyone to be among the strongest, but his peak in the Fourth Great Ninja War changes that. For a short window of time, Kakashi is granted Six Paths Chakra along with dual Mangekyo Sharingan. Those boosts let him manifest Susanoo and unleash the full strength of Kamui.
At full power, Kakashi can even corner Kaguya. If a character can reach that kind of strength, the story implies they don’t need to be a Jinchuriki in order to be formidable.
2 Sasuke Uchiha
Sasuke Uchiha is positioned as the strongest Uchiha, and he’s singled out as someone who stands apart even without being a Jinchuriki. From the start, Sasuke is described as having immense talent. He then develops that gift through the training he undergoes over his life.

Sasuke even receives Six Paths Powers directly from the Sage, and later awakens the Rinnegan as well. His abilities are said to be close to Naruto’s, despite the fact that he does not have the chakra of any Tailed Beast.
1 Kaguya Otsutsuki
Kaguya Otsutsuki is presented as the strongest non-Jinchuriki character known in Naruto. She is not a Jinchuriki—she’s an Otsutsuki. Kaguya consumes the chakra fruit of planet Earth, and that act leads to even greater strength.
With her abilities, she can defeat anyone, and even Naruto and Sasuke together aren’t enough to bring her down. Technically, Kaguya isn’t a Jinchuriki; however, she does fuse with the God Tree at one point to give rise to the 10 Tails, and that transformation is then stopped by her own sons.
