Microsoft Fixes Windows 11 Shutdown Restart Loop With Optional August Update

For years, a frustrating Windows 11 quirk has kept players from fully shutting their PCs down: when an update was pending, hitting “Shut down” often triggered a restart and returned you to the desktop instead. Microsoft says that behavior is being corrected now, with an optional August update that restores the expected power-off and reboot buttons.

What was going wrong with Windows 11 shutdowns

Longtime Windows 11 users may recognize the pattern. If the system had an update available—either downloaded in the background or pulled manually—Windows would install it during the shutdown process. Instead of powering the PC off, the machine would restart and drop you back at the home desktop.

What’s changed with the optional August update

Microsoft’s optional update KB5120998, dated August 27, is intended to address the issue. The “Shut down” and “Restart” buttons should now work as they normally do, even when an update is waiting to be applied.

The change is not described as a general Windows 11 overhaul, but specifically as a fix for the shutdown behavior tied to update installation.

How Microsoft says the shutdown behavior will be separated

The underlying goal of the fix was already tested earlier. In April, Microsoft trialed the approach in an Insider build numbered 26300.8289. At the time, Microsoft said it wanted to clearly separate “energy actions” such as shutting down and restarting from update actions.

That separation is meant to give users more control over what their PC does when they choose to power off or reboot. Alongside the standard shutdown and restart options, the plan includes update-specific functions exposed to users.

Why some players may still hesitate to install KB5120998

Even though the update is meant to restore normal shutdown behavior, it has not been universally welcomed. By the end of August, there were reports advising against installing the optional update due to problems affecting system customization.
