That said, access is gated. These items don’t appear until certain prerequisites are met. No one currently knows what those conditions are, though it’s considered likely they connect to completing Sealed Abyss Artifact challenges.
The reasoning is that other armor additions from the 1.13 update follow a similar structure: the chest piece is locked behind a boss fight, the helmet is purchasable from a Back Alley Shop, and the remaining pieces are locked behind Sealed Abyss Artifact challenges.
However, a full review of every Sealed Abyss Artifact challenge in a 100% save file found no instances where these items are listed as rewards.
