Manchester City Await Premier League Verdict After 115-Charge Hearing
Manchester City’s long-running Premier League case remains unresolved despite the conclusion of a 12-week hearing, with the club facing allegations spanning 2009-10 to 2022-23. City deny the allegations, while the eventual ruling could still be followed by an appeal and, if breaches are established, further proceedings over sanctions and compensation claims.
The allegations and their origins
The Premier League’s case concerns a broad range of alleged financial-rule breaches. The most serious claims relate to whether City supplied accurate information on revenue, including sponsorship income, related-party transactions and operating costs.
Other allegations concern possible irregularities in the remuneration of players and managers. The club are also accused of failing to co-operate with the league’s investigation during the more recent years covered by the charge sheet.
- Internal football documents later known as the Football Leaks material entered the public domain, including emails and records concerning a range of clubs and football business matters.
- Reports based on those documents alleged that City had circumvented financial fair-play regulations, prompting scrutiny from UEFA and subsequently the Premier League.

- The Court of Arbitration for Sport overturned the European ban five months later, finding that some allegations were outside the applicable limitation period and that others had not been proven by UEFA.

Why the Premier League process has lasted so long
The Premier League first disclosed its investigation in March 2019. For years afterwards, there was little public information over whether the matter was continuing, with a Court of Appeal case in 2021 confirming that the inquiry had not ended.
The formal charges were not brought until February 2023, around four and a half years after the investigation was announced. The hearing then began on September 16, 2024, 19 months later, and ran until December 6, 2024.

Potential sanctions
Premier League rules do not prescribe fixed penalties for financial-rule breaches. The league retained broad discretion rather than setting tariff-style punishments that clubs might weigh against the potential benefit of non-compliance.

- Retrospective points deductions for previous seasons, potentially affecting title outcomes;
- Transfer or player-registration restrictions;
- Expulsion from the Premier League; and
- Any further order considered appropriate by the commission.
A verdict would not end the dispute
Any ruling is likely to be challenged by the unsuccessful side, particularly if the outcome is decisive. An appeal process could take a further six to eight months after a decision is issued.
City could also face claims from other clubs if breaches are established. Several teams have lodged paperwork preserving their ability to seek compensation for income they contend was lost through missed European qualification or league-title opportunities.
As a result, the commission’s eventual verdict will be a major step in the case, but not necessarily its final chapter.
